BTTC was engaged by Metrolinx and Infrastructure Ontario to provide strategic procurement advisory services for the $500 million Union Station Enhancement Project, the first Canadian rail project to be delivered under an Alliance model. Our role included the developing the contract strategy, design and delivery of the collaborative and behavioural assessment (CBA) process, commercial mechanisms, and procurement documentation. Despite the challenges of the Covid-19 pandemic, we adapted the CBA to a virtual environment, redesigning workshops and training evaluators to maintain progress against key milestones. Our advice informed the alliance agreements, created the incentivisation framework, and established tailored KPIs. This work enabled successful partner selection, embedded a collaborative contracting approach, and led to BTTC’s further appointment on the Ontario Line Delivery Partner procurement.
