BTTC was engaged by Metrolinx as Independent Value Assessor (IVA) for the $6.2 billion Scarborough Subway Extension, a key element of Toronto’s Rapid Transit Program. Working alongside the delivery and development partners, we provided progressive assurance of the target price through detailed review of cost estimates, risk allocations, means and methods, and schedule robustness. Our role included serving on the project risk review board, facilitating workshops, and developing a clear roadmap for Target Price maturity. We also advised on contracting strategies, supported the development of value for money assessments, and provided mentoring and guidance to upskill client and contractor teams in progressive contracting practices. This approach improved governance, strengthened risk management, enhanced collaboration, and enabled the identification of major value engineering opportunities, positioning the project for long-term success within the wider transit program.
