Our firm was commissioned to produce a Total Preliminary Cost Estimate (TPCE) for the Project Concept and Option Selection Phase. The proposed scheme comprises a high frequency driverless metro service over a 19km route (predominantly tunnelled), connecting Dublin Airport to the City Centre and beyond, into greater South Dublin. The TPCE comprised a Scheme Base Cost providing a point estimate to be used as the basis for the application of inflation, contingency and risk to generate a total Anticipated Final Cost.
Our cost estimate needed to take account of programme, timing, phased working, restricted working, method of construction, durations, site constraints and inflation from cost plan base date to the end of construction period. In order to add rigour to the pricing, we consulted with specialist civil engineering, piling and diaphragm walling Contractors to advise on potential constructability issues, phasing, alternative forms of construction and specialist plant (including lead times and possible limited plant availability issues.
