BTTC was appointed to support Network Rail with the procurement of route sections 2–8 of the Midland Main Line Electrification (MMLE) program. Our services included the development and finalisation of the operating model, optioneering and design of the commercial and incentivisation framework, drafting of the partnership agreement and NEC4 amendments, and creation of the risk management strategy. We also designed the ITT process, scoring methodology, and evaluation approach. Operating to a challenging 10-week schedule to secure Department for Transport approval ahead of the pre-election purdah period, BTTC worked proactively and collaboratively with Network Rail and stakeholders to consult, gather input, and refine outputs. All recommendations were incorporated into Network Rail’s proposed strategy, enabling timely approval and positioning the program for successful delivery.
