DARLINGTON NEW NUCLEAR

THIRD-PARTY ASSURANCE & GOVERNANCE

$21 BILLION CAD

A large, modern industrial building with a white exterior illuminated by strip lighting. The building has the Hitachi logo on it. There is a parking lot with a few cars and people, and a Canadian flag flying on a flagpole near the building. The sky is partly cloudy with a hint of early evening light.

BTTC were appointed to support the implementation and optimise the benefits of an integrated project delivery contract for the first small modular reactor. We worked alongside leadership to develop a clear organisational structure, project objectives and integration strategy for the validation phase. Completed interventions such as reward and recognition process, project charter workshops and embedment, development of collaborative behaviours and more in alignment with the project schedule. We worked closely with the SMR-X team to enable self sustainment and successful achievement of the integrated project agreement.

BTTC was appointed by Ontario Power Generation (OPG) to provide independent cost, schedule, and risk assurance of the $7 billion Release Quality Estimate prepared by the Integrated Project Delivery (IPD) team for Small Modular Reactor (SMR) Unit 1. This assurance review formed a critical element of OPG’s external governance process, providing confidence in the robustness and transparency of the cost and schedule baseline. Our work supported both the Licence to Construct (LTC) and funding approval, helping to de-risk one of the most significant clean energy projects in North America. By validating assumptions, testing risk contingencies, and confirming schedule integrity, BTTC strengthened oversight and enabled OPG to advance construction of the continent’s first commercial SMR with a reliable foundation for delivery.
